BERSIH and Global Bersih is calling for improved voting access for overseas and out-of-region voters, aligning it with their long-standing advocacy for reforms that strengthen democracy and ensure inclusive electoral participation for all citizens, irrespective of their location.
This followed Prime Minister Datuk Seri Anwar Ibrahim’s statement in Belgium on equal voting rights for Malaysians abroad.
Anwar, who arrived in Belgium on Sunday for a two-day working visit, made this statement in response to questions regarding the challenges experienced by Malaysians living overseas during elections.
One of the critical issues facing overseas voters is the tight time frame for postal ballot delivery and return.
To address this, Bersih recommends a hybrid system allowing voters to download their postal ballots securely via the MySPR platform.
This approach would minimise delays and reduce errors associated with manual handling, making the process more efficient and cost-effective for the Election Commission (EC).
To further ease participation, Bersih suggested opening postal voting registration at least six months before elections, giving voters enough time to register and receive their ballots, even in the event of snap elections.
Immediate registration upon dissolution or announcement of vacancies is also proposed to eliminate last-minute rushes.
Bersih recommended establishing advanced voting centres in each state for Malaysians living outside their home constituencies, such as Sabah and Sarawak residents working in Peninsular Malaysia.
These centres would eliminate the financial burden of travel during election periods, ensuring broader access to voting for all citizens.
Bersih also advocated for a campaign period of at least 21 days to accommodate the logistical challenges of returning overseas ballots.
This timeframe ensures sufficient time for voters worldwide to submit their ballots and for them to reach Malaysia before Election Day.
Bersih urged EC and the government to prioritise these reforms to empower all Malaysians, regardless of their geographical location, to participate in shaping the nation’s leadership effectively.
