PuTERA35 a major shift in advancing Bumiputera development — PM Anwar

THE government has unveiled the Bumiputera Economic Transformation Plan 2035 (PuTERA35), an initiative aimed at elevating the socio-economic status of the Bumiputera community.

The plan was officially launched on Monday by Prime Minister Datuk Seri Anwar Ibrahim (picture), reflecting the government’s commitment to enhancing the dignity and status of Bumiputera in line with the aspirations of the MADANI Economy and the 2030 Sustainable Development Agenda.

PuTERA35, which focuses on meaningful Bumiputera participation, ownership, and control in the economy, is designed to create value through a more productive and integrated approach.

The initiative aims to empower the Bumiputera community, including those in Sabah, Sarawak, and the Orang Asli, to thrive and play a significant role in Malaysia’s socio-economic development.

The plan is structured around three key pillars, supported by 12 drivers and 132 comprehensive initiatives designed to address the major challenges faced by the Bumiputera community.

The first pillar, strengthening the nation’s economic foundation, focuses on strengthening Malaysia’s economic foundation through five drivers and 71 initiatives.

These initiatives include enhancing economic control, increasing competitiveness, scaling up enterprises, talent development, and improving equity ownership among Bumiputera.

The second pillar, reinforcing governance and institutional integrity aims to reinforce governance and institutional integrity with three drivers and 20 initiatives.

These initiatives target better service delivery, governance, private sector participation, and appreciation of Bumiputera values and philosophy.

The third pillar, upholding social justice, with four drivers and 41 initiatives, aims to eradicate extreme poverty, strengthen social protection systems, and boost socio-economic development in Sabah, Sarawak, and among the Orang Asli.

Furthermore, PuTERA35 also benefits non-Bumiputera minority groups in need, ensuring no one is left behind.

The implementation of PuTERA35 will span a decade, with its progress monitored by the Bumiputera Economic Council, chaired by the Prime Minister.

To ensure effective implementation, a comprehensive monitoring system will be established, supported by the Bumiputera Empowerment Agenda Unit (UPAB) across all ministries. The system will enable systematic reporting and prompt interventions when necessary.

PuTERA35 is expected to position Malaysia as a regional economic leader, leveraging high-growth, high-value industries and advanced technologies to create new opportunities for the Bumiputera community.

The plan sets clear targets for Bumiputera economic participation and establishes robust mechanisms for tracking progress, reflecting the government’s long-term commitment to fostering a dynamic and inclusive Bumiputera community.
