Broadband subscribers to enjoy rebate, says Gobind

The backdated enforcement of the Mandatory Standard on Access Pricing (MSAP) effective Jan 1 this year will enable fixed broadband subscribers to enjoy a rebate on their monthly payments.

Communications and Multimedia Minister Gobind Singh Deo (picture) said subscribers to fixed broadband packages from local telcos are likely to get a rebate on their payments following the enforcement of the MSAP effective Jan 1.

The rebate was one of the considerations of current discussions to determine the wholesale ceiling price for providers of facilities and services used by telcos, Gobind told the Dewan Rakyat yesterday.

Subscribers who had paid more than their ceiling price under the new MSAP would be given a refund.

Gobind was responding to Rembau MP Khairy Jamaluddin’s query on rebates to be given to those who had obtained the packages before the MSAP’s announcement last month.

“I have taken the approach that it should be backdated (to Jan 1). Therefore, when the standard pricing was implemented, my personal position was that it ought to be backdated,” he said.

According to Gobind, he will meet with the telcos this week to continue the discussions on new broadband packages following the enforcement of the MSAP.

“The deadline for all the proposed packages was two days ago, on July 31, which we are

still processing. Many proposals have been sent to me, but no decision has been made yet.

“I think it will be done perhaps in a month’s time,” he said. Gobind had targeted a minimum drop of 25% in Malaysia’s fixed broadband prices by the end of the year following the implementation of the MSAP, which would see a drop in the wholesale prices of facility providers and market prices for consumers.

“At the end of the day, our efforts to reduce the price, increase the speed and ensure world-class standard of quality depend on the cooperation of the telcos.

“I am confident that we can resolve the problem, as well as announce the (broadband) packages soon,” he said.
